TruckMount Builder Designs Machine To Clean Oil in Gulf
![]() Largo, Florida -- John Hurtubise is no stranger to cleaning up big messes. He's operated John's Custom Machines in Largo for more than 12 years, manufacturing carpet cleaning machines for vendors country-wide. So, when he saw the images of oil soaked beaches and marshes splash across his television screen in April, he got to work on what he knows best... cleaning up. "I figured there would be some way to be more effective and more efficient and that's what we believe we have, " Hurtubise told 10 News as he pointed toward the portable oil skimming machine he developed. He developed the machine with shallow waters in mind. "We just modified some of our equipment that we've been making for years to do the job we intended it to do," he added. Hurtubise estimates his machine, which is small enough to be carted around by one person or put on a boat, can suck up to 2,000 gallons of oil in one hour, using just a half tank of gas. "We believe very much in our product, but the main hurdle we knew to get over was to get the right people to look at it.," he said. Hurtubise submitted his idea to BP and even spent a week in Louisiana to show off his product to clean-up crews. While he says it got rave reviews, no one could buy the machine until BP approved. "There just seems to be too much government paperwork and not enough common sense," he said. He says he's made several phone calls, from BP to Governor Charlie Crist's office and got no where, so he called 10 News for help. We called BP to find out where Hurtubise's machine is in the review process and we are told, he's made the cut of approved devices. This means, clean-up crews can buy his device and use it, if they want to. But, this was news to Hurtubise who says he hasn't heard anything. Frustrated, he pointed toward the machine in his Largo shop, "It's sitting here, doing absolutely nothing." BP says Hurtubise's skimmer is among 51,000 products and services in a catalog available to clean-up crews, but this is not where he's going to get the most attention. That would be in the Alternative Response Technology database which a BP rep says they are moving his machine into. He should get more attention in this database, a BP rep said. Now, he sits and waits for a phone call, ready to send his machine where it's needed most. If more are needed, that's not a problem either, he says. ![]() "We could produce 10 or 12 of these per week," he said. The machines run at about $10,000 to $15,000 each. But, Hurtubise says it's not about the money. He just wants to play a role in helping the Gulf recover. "This is our attempt at it," he said. BP tells 10 News, since the spill, it's taken in more than 120,000 ideas from the public. The ideas are then divided into two categories: source control and oil spill response. New White Paper from Racine Industries Questions Validity of the Carpet & Rug Institute Seal of Approval Program
Paper examines XRF testing methods and suggests further testing necessary to confirm validity of CRI SOA Program June 03, 2010 08:05 AM Eastern Daylight Time RACINE, Wis. -- Racine Industries (RI) today released a new peer-reviewed white paper that examines the methods of using x-ray spectrometry (XRF) for testing carpet cleaning extractors, systems and vacuums. These methods are used to establish rankings in the Carpet & Rug Institute (CRI) Seal of Approval (SOA) program. Findings from the study released today suggest that it is premature to conclude that the testing accomplishes the stated objective of quantifying soil levels in carpet and encourages further research before there is widespread acceptance of the SOA program. “This method has not been scientifically validated. It has not been reviewed by independent peer reviewers. Also, scientific accuracy, precision and bias have not been determined. It is our objective to encourage careful examination before the program sees mainstream adoption through any additional environmental certification standards or legislative entities.” The current SOA program created in a partnership among CRI, Professional Testing Laboratory (PTL) and a manufacturer of XRF technology, was developed with the intention of establishing an industry standard for testing cleaning performance. “Our study raises questions about the methodology used to establish SOA rankings of cleaning performance,” said Deborah Lema, Research & Training Associate, Racine Industries. “This method has not been scientifically validated. It has not been reviewed by independent peer reviewers. Also, scientific accuracy, precision and bias have not been determined. It is our objective to encourage careful examination before the program sees mainstream adoption through any additional environmental certification standards or legislative entities.” Further, no correlation between field and laboratory results has been established. Questions arising from the RI study include: * Will an independent validation study be planned and completed? * Will a protocol be released? * Will the reported concentrations of the compounds be reproducible outside of the one licensed laboratory performing this method? * Will a Determination of Relevance be conducted to see if the laboratory-generated results actually apply to the field? * Will accuracy and bias be determined and published if not improved? Without these determinations, the question of whether or not this method generates useful and relevant data cannot be answered. The RI study suggests that consumers and carpet industry professionals should be hesitant to rely on SOA approvals for decision making, and should question the appropriateness and merit of SOA approval being requisite in carpet warranties, environmental standards and legislation. Vigorously defending the SOA program, CRI President Werner Braun said, "The Seal of Approval program has raised the standard of carpet cleaning, which has led to better cleaning products on the market and higher customer satisfaction overall." The paper, titled, "Discussion Regarding a Novel Method: The Use of X-Ray Fluorescence for Quantitative Analysis of Elements in Carpet", was produced and paid for by Racine Industries, a longtime critic of the SOA program. The document specifically targets components of the SOA testing that use X-Ray Fluorescence, or XRF, to identify and measure carpet soil removal in vacuums and extractors. XRF imaging was originally developed and used by NASA as part of the Space Shuttle program. According to Braun, the Racine paper rehashes old information and raises meaningless questions. "There is nothing [in the document] that has not been addressed either before or since the SOA program was introduced at NASA's John F. Kennedy Space Center in the Fall of 2004," Braun said. "It is disappointing to see questions listed as unanswered when we have, in fact, answered Racine Industries on multiple occasions in writing." The following Carpet and Rug Institute responses address concerns expressed in the Racine report: Will an independent validation study be planned and completed? At this time, an independent validation study has been completed and the scientific paper is undergoing peer review prior to publication. It is important to note that the SOA Program was developed in a collaborative effort with significant input from the carpet cleaning community. In fact, the workgroup tasked with developing the Seal of Approval protocol for CRI's Cleaning and Maintenance Issues Management Team included a majority of cleaning professionals and manufacturers. Will a protocol be released? The protocols for the SOA, like the protocols for all of CRI's signature programs, were released over five years ago and have always been available on the CRI website. Which scenario represents the truth? Will the reported concentrations of the compounds be reproducible outside of the one licensed laboratory performing this method? The CRI protocol is readily available to any laboratory, and CRI has repeatedly stated its desire for other laboratories to undergo certification to perform XRF testing. To date, Professional Testing Laboratory is the only facility that has invested in the necessary equipment and expertise to conduct the testing, but that situation is now and has always been open to change. Will a determination of relevance be conducted to see if the laboratory-generated results actually apply to the field? This also has been done - repeatedly, in fact. First, CRI and Professional Testing validated the use of NASA-designer soil in the SOA protocols. Soil-filled vacuum cleaner bags were collected from locations across the United States. After comparison testing, the NASA-designed soil was found to be consistent with the various soil samples collected. Next, CRI has performed numerous "real-world" tests of SOA-certified cleaning products and systems and has consistently found that even extremely soiled carpet can be brought back to its original beauty through the use of SOA products. Finally, correlation studies between XRF and the previously-used gravimetrical measuring methods were also conducted that showed the two methods produced correlated results. "XRF testing is vastly superior due to its great precision. XRF has also allowed vacuum cleaner manufacturers to significantly improve vacuum performance, which in turn has resulted in greater customer satisfaction," said Braun. Will accuracy and bias be determined and published if not improved? CRI will likely run a cooperative study as soon as another laboratory joins the SOA program. For its part, Professional Testing has consistently opened its doors to any party interested in observing the SOA testing process. In addition, it has always been CRI's desire and hope that additional laboratories will earn third-party certification for the SOA program. CRI is an ANSI-accredited product certifying body and has placed the SOA/Green Label vacuum cleaner program, which uses XRF testing, under the ANSI umbrella. According to ANSI, a certification body is "an impartial third party that tests and evaluates a product to determine its compliance with relevant standards." ANSI provides diligent oversight of the CRI protocols and testing procedures, and conducts comprehensive audits of both CRI and the laboratory on an annual basis. Another argument put forth in the Racine Industries white paper contends that the use of XRF technology ignores the impact of customer and field testing and relies solely on laboratory-generated data, when in fact, the entire SOA program came about in response to consumer feedback. In the years leading up to the development of SOA, CRI conducted multiple surveys that showed both residential and commercial customers' top concern across all market segments was the inability to clean and maintain carpet satisfactorily. "CRI has a policy of listening not only to what consumers say, but also to what professionals on the front lines of the cleaning industry tell us as well. Since Racine Industries' attack on CRI's SOA program went public, we have heard nothing but support from SOA Program participants who continue to use the seal as way to differentiate themselves as superior performers," Braun said. "The Seal of Approval program pays tribute to the idea that if you can measure something, you can improve it." As an example, Braun points to CRI's addition this year of a Platinum level of performance for cleaning systems and extractors. To qualify for Platinum-level certification, 90 percent of soil must be removed. Already, 18 systems have achieved Platinum status. They are listed, along with all the other SOA-approved products, on the CRI website. Las Vegas - The LMCCA (Low Moisture Carpet Cleaners Association) becomes an IICRC shareholder. The LMCCA is a strong and vocal advocate of the IICRC (Institute of Inspection, Cleaning and Restoration Certification), including many LMCCA members that are IICRC Instructors, IICRC Master Textile Cleaners, and IICRC Certified Cleaning technicians, it makes perfect sense for the LMCCA to have ownership shares in the IICRC.
